不應反對公務員加薪

政 府 打 算 全 面 增 加 公 務 員 的 薪 金 , 平 均 增 幅 約 為 百 分 之 五 , 但 個 別 與 市 場 有 距 離 的 職 別 , 加 幅 高 達 三 成 。 社 會 上 有 部 分 人 對 政 府 這 個 決 定 持 反 對 意 見 。 他 們 認 為 , 公 務 員 的 工 資 基 本 上 已 比 市 場 高 , 不 宜 再 拉 闊 這 個 差 距 。 這 樣 , 一 方 面 對 私 營 企 業 的 僱 員 不 公 平 , 另 一 方 面 亦 會 增 加 香 港 的 經 營 成 本 , 降 低 香 港 在 國 際 市 場 的 競 爭 力 。 
之 前 , 我 亦 認 為 公 務 員 應 該 減 薪 , 那 是 因 為 當 時 政 府 的 財 政 有 赤 字 , 社 會 經 濟 又 不 景 氣 , 公 務 員 也 有 責 任 與 社 會 一 同 共 渡 時 艱 。 但 現 時 政 府 的 財 政 已 有 盈 餘 , 社 會 經 濟 又 不 斷 增 長 , 我 沒 有 理 由 再 反 對 公 務 員 加 人 工 ; 相 反 , 我 認 為 , 在 當 前 的 環 境 下 , 率 先 調 高 公 務 員 的 工 資 , 對 整 個 社 會 都 可 以 起 積 極 作 用 。 
政 府 是 香 港 最 大 的 僱 主 , 公 務 員 一 加 人 工 , 對 人 力 市 場 必 然 會 產 生 重 大 影 響 , 私 營 企 業 為 了 與 政 府 爭 奪 人 才 , 不 得 不 跟 隨 政 府 一 起 調 升 工 資 。 這 將 令 香 港 的 打 工 一 族 可 以 更 快 分 享 到 經 濟 增 長 的 成 果 。 
香 港 的 經 濟 已 持 續 增 長 多 年 , 大 部 分 企 業 都 開 始 錄 得 可 觀 的 盈 利 , 唯 獨 工 資 水 平 的 增 長 依 然 停 滯 不 前 , 令 廣 大 的 打 工 一 族 無 法 分 享 經 濟 增 長 的 好 處 。 這 種 情 況 既 不 利 於 經 濟 的 持 續 發 展 , 亦 無 助 社 會 和 諧 。 今 次 政 府 帶 頭 加 薪 , 將 促 使 私 人 企 業 重 新 檢 討 他 們 的 工 資 政 策 。 我 估 計 , 今 年 下 半 年 , 部 分 落 後 的 企 業 , 將 被 迫 作 第 二 輪 加 薪 。 
有 些 短 視 的 僱 主 , 常 認 為 加 薪 對 他 們 不 利 , 會 增 加 他 們 的 成 本 , 令 他 們 賺 少 了 錢 。 但 他 們 應 該 明 白 , 若 果 廣 大 的 打 工 一 族 沒 法 分 享 經 濟 增 長 的 成 果 , 社 會 的 整 體 需 求 就 會 無 法 提 升 , 企 業 生 產 出 來 的 商 品 與 提 供 的 服 務 就 難 以 被 市 場 消 化 . 結 果 導 致 企 業 的 產 能 過 剩 , 這 樣 亦 足 以 令 企 業 的 營 運 步 入 困 境 ; 其 產 生 的 禍 害 , 比 工 資 水 平 上 升 所 引 致 的 損 失 還 要 大 。 
相 反 , 若 果 社 會 的 工 資 水 平 能 隨 經 濟 同 步 上 升 的 話 , 市 民 的 消 費 能 力 亦 可 同 步 上 升 , 其 所 產 生 的 新 需 求 , 就 可 以 為 企 業 的 發 展 提 供 新 的 空 間 。 總 好 過 現 時 企 業 有 錢 也 找 不 到 再 投 資 的 機 會 , 只 好 拿 閒 資 去 投 機 炒 賣 , 擾 亂 金 融 秩 序 。 
以 近 年 政 府 從 利 得 稅 所 得 的 收 入 不 斷 增 加 的 形 勢 來 看 , 香 港 的 企 業 不 會 沒 有 加 薪 能 力 , 只 是 香 港 的 僱 員 剛 經 過 金 融 風 暴 的 洗 禮 , 餘 悸 未 了 , 不 敢 輕 言 跳 槽 吧 了 。 現 在 , 政 府 也 帶 頭 加 人 工 , 人 力 市 場 上 由 僱 主 話 事 的 形 勢 將 會 逆 轉 , 事 求 人 的 情 況 將 會 愈 來 愈 多 。 
今 次 政 府 加 薪 最 多 的 , 主 要 是 一 些 中 層 的 專 業 人 員 , 基 層 的 低 技 術 人 員 未 能 受 惠 。 但 隨 著 社 會 的 內 部 需 求 增 加 , 零 售 業 、 飲 食 業 、 娛 樂 業 的 生 意 應 會 增 加 , 基 層 亦 會 有 較 多 的 工 作 機 會 , 只 是 須 要 遲 人 一 步 吧 了 。 希 望 今 次 政 府 帶 頭 加 薪 , 可 以 為 打 工 一 族 帶 來 新 轉 機 。
