訂租不能單看入息

房 委 會 正 在 研 究 , 如 何 制 定 一 套 新 的 公 屋 租 金 釐 訂 機 制 , 以 取 代 現 時 由 法 律 規 定 的 , 加 租 不 能 超 出 住 戶 入 息 中 位 數 10%的 上 限 。 負 責 這 項 工 作 的 專 責 小 組 所 提 出 的 新 方 案 , 基 本 上 仍 是 原 有 的 立 法 精 神 , 就 是 租 金 需 與 住 戶 的 入 息 掛 勾 。 所 不 同 的 只 是 不 以 入 息 中 位 數 的 10%為 基 礎 , 而 是 以 現 有 的 租 金 為 基 礎 , 然 後 按 住 戶 入 息 指 數 的 升 跌 , 作 為 租 金 可 加 可 減 的 準 則 。 
然 而 , 單 以 住 戶 的 收 入 上 落 去 釐 定 公 屋 的 租 金 是 不 足 夠 的 , 長 遠 一 定 會 出 問 題 。 因 為 , 社 會 可 以 撥 作 房 屋 福 利 的 資 源 並 非 無 限 的 , 住 戶 入 息 下 降 的 時 候 , 往 往 亦 是 社 會 經 濟 不 景 , 稅 收 不 足 的 時 候 , 社 會 未 必 有 能 力 按 入 息 下 降 的 比 例 , 同 步 調 低 公 屋 租 金 。 
若 是 經 濟 衰 退 的 日 子 比 較 短 , 社 會 還 可 以 利 用 儲 備 去 撐 一 個 時 間 , 但 如 果 衰 退 的 日 子 長 , 儲 備 終 有 用 完 的 一 天 , 屆 時 住 戶 可 能 亦 需 要 承 擔 一 部 分 困 難 , 減 租 的 比 例 可 能 會 少 一 點 , 不 能 完 全 按 入 息 下 跌 的 比 例 來 減 租 。 否 則 , 社 會 上 的 其 他 成 員 (非 公 屋 住 戶 )一 定 會 有 所 怨 言 , 因 為 他 們 的 處 境 正 一 樣 遇 到 困 難 , 不 宜 在 那 個 時 候 去 額 外 增 加 他 們 的 負 擔 。 此 外 , 一 個 家 庭 花 多 少 比 例 的 資 源 在 住 屋 上 是 隨 時 代 而 不 斷 轉 變 的 。 在 較 貧 窮 的 社 會 裡 , 家 庭 入 息 的 大 部 分 都 會 用 在 食 物 上 ; 富 裕 一 點 的 時 候 , 就 會 用 更 多 的 資 源 放 在 住 屋 上 ; 再 富 裕 一 點 的 時 候 , 就 會 增 加 在 旅 遊 及 其 他 生 活 享 受 上 的 開 支 。 
因 此 , 如 果 公 屋 租 戶 的 整 體 經 濟 環 境 得 以 改 善 的 話 , 他 們 或 許 願 意 花 更 多 的 入 息 比 例 於 住 屋 上 , 去 租 住 面 積 較 大 , 設 施 更 好 的 單 位 。 但 現 時 現 在 構 思 的 釐 定 租 金 機 制 並 沒 有 考 慮 居 民 這 方 面 的 需 要 , 變 成 拼 命 為 居 民 「 慳 家 」 , 但 居 民 卻 不 領 情 。 現 時 已 有 住 戶 在 新 居 入 伙 時 , 把 房 委 會 提 供 的 潔 具 及 廚 櫃 等 拆 除 更 新 , 可 見 他 們 的 確 有 意 願 花 更 多 的 入 息 比 例 於 居 住 開 支 上 , 房 委 會 在 釐 定 租 金 時 亦 應 考 慮 居 民 在 這 方 面 的 需 要 。 否 則 , 房 委 會 將 無 法 透 過 增 加 租 金 收 入 去 提 供 更 佳 質 素 的 公 屋 。 
現 時 香 港 的 非 公 屋 住 戶 , 一 般 都 需 要 把 入 息 的 三 至 四 成 用 在 住 屋 上 , 而 公 屋 住 戶 則 只 用 一 成 半 左 右 , 若 果 這 個 差 距 不 拉 近 , 公 屋 居 民 就 不 容 易 重 回 私 人 市 場 。 香 港 將 發 展 成 一 個 國 際 大 都 會 , 若 大 部 分 市 民 都 能 跟 隨 社 會 一 起 成 功 轉 型 , 在 高 增 值 的 行 業 裡 找 到 工 作 , 需 要 入 住 公 屋 的 人 理 應 越 來 越 少 。 我 們 應 樂 於 看 到 有 更 多 的 人 可 以 重 回 私 人 市 場 , 靠 自 己 的 努 力 去 追 求 幸 福 , 無 需 依 賴 政 客 去 為 他 們 爭 取 入 住 公 屋 及 爭 取 減 租 。 這 樣 只 會 淪 為 政 客 的 籌 碼 , 甚 至 成 為 政 治 鬥 爭 的 炮 灰 , 實 非 人 生 的 理 想 出 路 。
