明年賣地成績實好

特 區 政 府 決 定 明 年 恢 復 賣 地 , 但 不 是 以 定 期 拍 賣 的 方 式 進 行 , 而 是 把 土 地 放 在 儲 備 表 內 , 讓 有 興 趣 的 發 展 商 起 動 提 出 勾 地 建 議 , 當 發 展 商 提 出 的 價 錢 達 到 政 府 的 起 碼 標 準 時 , 政 府 才 會 把 該 幅 土 地 拿 出 來 作 公 開 拍 賣 。 
有 人 擔 心 , 一 旦 賣 地 成 績 欠 佳 , 會 對 樓 市 造 成 新 的 壓 力 。 我 覺 得 這 種 預 測 毫 無 根 據 。 
首 先 , 這 不 是 定 期 的 公 開 拍 賣 , 沒 有 發 展 商 主 動 , 市 場 根 本 不 會 受 賣 地 的 消 息 衝 擊 。 再 者 , 政 府 亦 不 想 因 賣 地 成 績 不 佳 而 拖 累 樓 市 , 故 所 定 的 底 價 一 定 是 對 樓 市 有 支 持 作 用 的 價 錢 ( 政 府 雖 不 能 這 樣 說 , 但 做 起 來 一 定 會 這 樣 行 ) 。 而 更 重 要 的 原 因 是 發 展 商 一 定 會 搶 著 去 勾 地 , 拍 賣 的 成 績 一 定 會 非 常 理 想 。 
我 作 出 這 樣 的 推 測 的 基 礎 是 : 過 去 一 段 日 子 裏 發 展 商 賣 了 不 少 平 樓 , 但 政 府 卻 沒 有 給 機 會 讓 他 們 補 回 一 些 平 地 作 為 套 戥 , 因 此 各 發 展 商 都 會 非 常 餓 地 , 一 有 機 會 鈎 地 , 一 定 會 搶 著 去 勾 。 再 者 , 現 時 樓 價 已 從 底 位 回 升 了 十 多 個 巴 仙 , 而 且 有 進 一 步 上 升 的 趨 勢 , 如 果 不 及 早 行 動 , 只 會 越 勾 越 貴 。 
因 此 , 我 預 測 明 年 的 賣 地 成 績 一 定 會 非 常 理 想 , 而 且 這 種 理 想 的 成 績 將 會 帶 給 市 場 很 多 正 面 的 消 息 , 譬 如 : 發 展 商 已 看 好 後 市 , 地 價 高 意 味 將 來 樓 價 也 會 高 等 。 如 果 樓 價 因 而 被 帶 動 , 它 又 會 反 過 來 剌 激 地 價 , 這 種 多 年 未 見 過 的 良 性 互 動 作 用 又 將 重 現 市 場 , 把 多 年 來 的 悲 觀 情 緒 一 掃 而 空 。 
我 估 計 , 明 年 樓 價 起 碼 升 15%, 而 地 價 則 可 以 升 25%, 而 香 港 的 通 縮 亦 可 以 因 此 而 被 扭 轉 。 香 港 有 百 分 之 六 十 左 右 的 家 庭 有 物 業 , 財 富 效 應 將 令 更 多 的 人 樂 於 消 費 , 香 港 的 內 部 需 求 將 會 因 此 而 大 大 增 長 , 香 港 的 低 下 層 將 有 更 多 的 機 會 在 零 售 、 飲 食 及 娛 樂 等 行 業 裡 找 到 工 作 , 民 間 的 情 緒 將 會 大 大 改 善 , 香 港 將 在 明 年 確 認 轉 運 。
