九招效力仍在持續

剛 聽 到 政 府 救 市 的 九 項 新 措 施 時 , 我 的 基 本 感 覺 是 這 些 措 施 是 恰 當 的 , 但 其 實 質 可 產 生 的 效 應 將 會 是 緩 慢 的 。 說 它 恰 當 , 是 因 為 它 並 非 大 有 為 的 政 策 , 而 是 修 正 錯 誤 性 質 的 政 策 。 已 建 成 的 樓 宇 太 多 , 社 會 沒 法 消 化 , 當 然 要 減 少 土 地 供 應 ; 樓 價 大 幅 下 跌 後 , 負 擔 能 力 提 高 , 助 人 上 車 的 居 屋 計 劃 就 顯 得 沒 有 必 要 ; 投 資 意 欲 疲 弱 , 自 然 不 再 需 要 打 擊 炒 風 措 施 ; 租 客 選 擇 多 、 談 判 地 位 高 , 自 然 無 需 依 靠 租 務 法 例 去 保 護 。 因 此 , 這 些 措 施 只 能 視 作 因 環 境 改 變 而 把 一 些 不 合 時 宜 的 措 施 加 以 修 正 吧 了 。 
說 它 的 效 用 是 緩 慢 的 , 是 因 為 房 地 產 的 建 築 期 很 長 , 政 府 只 是 暫 停 土 地 供 應 , 沒 有 停 私 人 市 場 的 房 屋 供 應 , 因 此 未 來 兩 年 私 人 市 場 上 房 屋 供 應 仍 多 , 正 在 興 建 的 樓 宇 會 陸 續 落 成 , 土 地 供 應 減 少 的 效 應 不 會 立 即 顯 現 。 至 於 停 售 居 屋 及 公 屋 措 施 則 不 影 響 已 公 佈 要 賣 的 單 位 , 單 是 這 批 單 位 也 要 一 段 時 間 才 能 消 化 , 短 期 裏 資 源 不 會 立 即 流 入 私 人 市 場 。 而 租 務 法 例 的 修 改 , 則 連 具 體 內 容 也 沒 有 , 將 來 能 否 被 立 法 會 通 過 亦 未 知 道 。 因 此 , 短 期 效 應 只 能 來 自 人 們 對 未 來 的 理 性 預 期 , 然 而 這 些 短 期 效 應 在 未 產 生 互 動 作 用 之 前 , 已 給 社 會 上 的 反 建 制 意 見 領 袖 摧 殘 至 不 成 氣 候 。 
原 先 是 挽 救 整 體 經 濟 的 措 施 , 被 說 成 是 單 為 發 展 商 賣 樓 的 措 施 ; 原 先 是 多 利 用 市 場 機 制 去 解 決 房 屋 問 題 的 措 施 , 被 描 述 成 干 預 樓 市 的 措 施 ; 原 先 是 必 然 會 逐 漸 發 揮 作 用 的 措 施 , 被 判 斷 成 注 定 失 敗 的 措 施 。 看 到 這 類 不 顧 港 人 死 活 , 亦 要 突 顯 政 府 政 策 失 誤 不 受 認 同 的 意 見 , 心 裏 總 不 是 味 道 。 這 並 非 因 為 我 擔 憂 自 己 公 司 會 生 意 難 做 , 一 間 公 司 的 存 活 事 小 , 問 題 是 樓 價 下 跌 所 產 生 的 負 面 破 壞 作 用 如 不 能 及 時 被 制 止 的 話 , 香 港 經 濟 勢 必 雪 上 加 霜 , 社 會 低 下 層 的 生 活 勢 必 難 過 。 而 更 令 我 失 望 的 , 是 香 港 的 所 謂 意 見 領 袖 是 如 此 不 理 性 , 完 全 不 顧 香 港 的 實 際 處 境 , 硬 要 把 政 府 的 一 切 政 策 都 要 說 成 一 無 是 處 。 難 道 香 港 真 要 變 了 火 鳳 凰 才 有 得 救 ? ! 
幸 而 市 場 上 的 真 正 取 向 並 不 如 傳 媒 上 的 那 麼 一 面 倒 , 這 兩 個 星 期 入 市 的 買 家 仍 比 前 有 所 增 加 。 措 施 公 佈 後 的 第 二 週 的 反 應 竟 比 第 一 週 更 為 強 烈 , 個 別 新 盤 剛 在 這 個 時 候 推 出 可 能 起 了 一 定 促 進 作 用 , 但 買 家 入 市 意 欲 的 提 高 亦 是 一 個 不 可 缺 失 的 因 素 。 
今 次 新 推 出 的 樓 盤 , 如 擎 天 半 島 及 寶 珊 道 1號 , 都 屬 上 千 呎 的 大 單 位 , 買 家 並 非 趕 著 入 住 的 首 次 置 業 者 , 而 是 既 想 改 善 生 活 又 想 增 加 地 產 投 資 的 換 樓 人 士 , 反 映 市 場 的 投 資 意 欲 確 因 新 措 施 而 有 所 增 加 , 否 則 這 類 大 單 位 將 會 非 常 難 銷 。 
下 月 , 有 一 個 位 於 市 區 , 單 位 較 細 , 更 為 大 眾 化 的 樓 盤 將 會 推 出 , 叫 做 帝 后 華 庭 , 將 會 引 起 的 市 場 反 應 會 更 為 強 烈 。 因 此 我 相 信 救 市 措 施 的 影 響 力 起 碼 仍 會 延 續 至 下 一 個 月 。 希 望 因 此 而 產 生 的 正 面 互 動 作 用 能 逐 漸 改 變 人 們 的 悲 觀 心 態 , 香 港 樓 市 真 能 止 跌 回 穩 , 人 們 不 再 需 要 擔 心 ; 一 年 的 辛 勤 努 力 所 得 也 抵 償 不 了 一 年 的 樓 價 跌 幅 。 這 樣 社 會 的 消 費 意 欲 才 會 增 加 , 低 下 層 才 能 在 服 務 行 業 找 到 更 多 的 職 位 , 社 會 的 氣 氛 才 會 得 到 改 善 。
