資助越多 動力越低

政 府 終 於 宣 佈 , 取 消 夾 心 階 層 買 樓 貸 款 計 劃 , 並 把 首 次 置 業 貸 款 計 劃 的 家 庭 入 息 上 限 由 月 入 七 萬 降 至 月 入 六 萬 。 此 舉 可 謂 方 向 正 確 但 程 度 不 足 。 夾 心 居 屋 取 消 後 , 夾 心 貸 款 自 然 沒 有 存 在 的 需 要 , 因 為 樓 價 下 跌 後 , 根 本 不 再 存 在 夾 心 階 層 , 入 息 超 過 居 屋 上 限 的 人 , 已 有 能 力 在 私 人 市 場 買 樓 。 
目 前 申 請 居 屋 的 入 息 上 限 是 月 入 三 萬 三 千 元 。 如 以 四 成 收 入 供 樓 , 也 可 以 月 供 一 萬 三 千 二 百 元 , 可 向 銀 行 貸 款 一 百 二 十 萬 左 右 。 以 貸 款 為 樓 價 的 七 成 計 , 即 可 以 買 一 百 七 十 萬 左 右 的 樓 。 有 此 能 力 已 可 買 一 間 四 五 百 呎 的 樓 , 如 果 願 意 買 入 新 界 或 買 舊 一 點 的 單 位 , 買 大 一 點 也 可 以 , 作 為 起 步 已 屬 不 錯 。 
所 以 , 月 入 三 萬 三 以 上 的 家 庭 , 根 本 無 需 政 府 資 助 也 有 能 力 在 私 人 市 場 置 業 。 同 樣 理 由 , 首 次 置 業 貸 款 計 劃 亦 可 以 以 三 萬 三 作 上 限 , 以 統 一 標 準 , 一 視 同 仁 。 
然 而 , 政 府 在 檢 討 置 業 貸 款 計 劃 時 , 並 未 劃 一 標 準 , 只 把 首 次 置 業 貸 款 的 入 息 上 限 由 七 萬 降 至 六 萬 , 把 一 些 本 身 有 能 力 買 樓 的 人 也 納 入 了 資 助 範 圍 , 浪 費 社 會 資 源 , 又 造 成 標 準 不 一 致 。 
其 實 , 樓 價 自 高 峰 下 跌 以 來 , 跌 幅 也 達 四 成 多 五 成 , 即 使 政 府 不 想 一 下 子 把 首 次 置 業 貸 款 的 入 息 上 限 與 居 屋 劃 一 , 但 起 碼 也 應 該 按 樓 價 的 跌 幅 調 整 。 我 認 為 把 上 限 降 低 四 成 半 , 至 三 萬 八 千 五 亦 不 為 過 。 這 樣 可 以 為 以 後 劃 一 標 準 拉 近 距 離 。 
由 政 府 資 助 市 民 置 業 , 表 面 上 可 製 造 需 求 , 達 到 穩 定 樓 價 的 作 用 , 但 長 遠 對 私 人 市 場 的 健 康 發 展 並 無 好 處 , 私 人 市 場 每 年 有 十 萬 宗 左 右 的 交 易 , 靠 政 府 資 助 的 交 易 只 有 萬 餘 宗 , 佔 的 比 例 不 多 。 可 見 私 人 市 場 的 動 力 主 要 來 自 普 羅 市 民 的 置 業 意 願 , 但 有 了 政 府 的 資 助 計 劃 之 後 , 會 令 一 些 本 來 有 能 力 買 樓 的 人 , 譬 如 月 入 五 、 六 萬 的 家 庭 , 因 為 本 年 度 的 資 助 名 額 已 滿 , 為 了 不 破 壞 首 置 的 身 份 , 失 去 申 請 資 助 的 資 格 , 寧 願 壓 後 買 樓 的 時 間 , 待 申 請 到 資 助 之 後 才 買 , 令 資 助 計 劃 反 起 了 阻 延 人 們 置 業 的 作 用 。 
香 港 人 向 來 視 置 業 為 辛 勤 工 作 的 獎 賞 , 是 成 功 象 徵 , 如 果 有 些 人 可 以 靠 政 府 的 資 助 買 樓 , 那 置 業 的 馨 香 感 就 會 下 降 , 其 成 功 的 象 徵 意 義 就 會 下 降 , 人 們 就 會 越 來 越 傾 向 等 政 府 資 助 , 而 不 肯 靠 自 己 辛 勤 努 力 , 最 終 破 壞 了 私 人 市 場 的 主 要 動 力 。
