容許樓花轉讓減輕買家風險

近 日 香 港 的 地 產 發 展 商 又 開 展 了 另 一 輪 的 減 價 戰 , 其 幅 度 之 大 令 整 個 市 場 都 為 之 震 驚 , 人 們 擔 心 這 樣 跌 下 去 , 不 但 不 能 吸 引 買 家 入 市 , 更 會 令 港 人 失 去 持 有 物 業 的 信 心 , 造 成 信 貸 及 通 貨 收 縮 , 對 社 會 造 成 嚴 重 的 破 壞 。 為 此 , 特 首 亦 罕 有 地 出 來 表 態 , 說 他 也 不 希 望 看 到 樓 價 持 續 下 跌 , 並 說 政 府 會 靈 活 調 節 土 地 的 供 應 , 以 適 應 新 的 經 濟 環 境 , 讓 樓 市 可 以 軟 著 陸 。 我 認 為 有 一 個 方 法 , 在 無 需 耗 費 資 源 的 情 況 下 , 也 可 以 減 輕 發 展 商 銷 售 樓 花 時 的 阻 力 , 不 至 要 不 斷 減 價 促 銷 , 令 二 手 市 場 亦 要 不 斷 承 受 衝 擊 , 這 個 方 法 很 簡 單 , 就 是 容 許 樓 花 轉 讓 。 九 四 年 中 , 政 府 為 了 遏 抑 炒 風 , 粗 暴 地 禁 止 新 批 土 地 的 樓 花 轉 讓 , 令 炒 家 以 後 都 休 想 炒 樓 花 , 這 項 措 施 在 樓 市 向 好 時 並 未 能 阻 嚇 炒 家 入 市 , 因 為 當 樓 市 向 好 時 , 逼 炒 家 持 有 至 入 伙 才 轉 讓 等 如 逼 炒 家 發 達 。 然 而 , 當 樓 市 向 淡 時 , 不 准 轉 讓 就 可 能 造 成 極 大 的 風 險 , 令 買 家 不 敢 向 發 展 商 預 購 樓 花 , 以 免 招 致 不 可 解 救 的 損 失 。 這 是 造 成 發 展 商 銷 售 困 難 的 主 要 原 因 之 一 。 不 開 放 這 種 限 制 , 短 期 裏 都 無 法 舒 緩 樓 市 的 壓 力 。 有 一 個 九 七 年 向 發 展 商 買 入 了 樓 花 的 朋 友 , 可 能 身 受 其 害 , 對 不 准 樓 花 轉 讓 的 遺 害 有 極 貼 切 的 描 述 。 他 說 , 九 七 年 十 月 , 金 融 風 暴 剛 開 始 時 , 他 已 知 道 情 況 不 妙 , 想 第 一 時 間 拋 售 手 上 的 那 個 樓 花 單 位 , 可 恨 樓 花 不 准 轉 讓 。 令 他 無 法 減 低 損 失 。 一 如 一 個 人 中 了 毒 箭 , 本 應 壯 士 斷 臂 , 他 不 是 沒 有 勇 氣 斷 臂 , 但 政 府 卻 逼 他 毒 發 攻 心 。 至 今 , 他 買 入 的 樓 花 尚 未 入 伙 , 但 鄰 近 的 新 盤 已 跌 價 四 成 , 他 估 計 入 伙 時 將 沒 有 銀 行 接 受 原 價 七 成 的 按 揭 , 但 如 果 蝕 讓 的 話 , 不 但 無 法 收 回 首 期 , 還 要 額 外 補 貼 新 買 家 才 能 完 成 交 易 。 如 果 買 入 樓 花 後 可 能 會 落 到 如 此 田 地 , 誰 還 敢 犯 險 買 樓 花 , 故 此 , 如 果 政 府 真 的 不 想 發 展 商 競 相 減 價 的 話 , 應 立 即 撤 回 不 准 樓 花 轉 讓 的 限 制 。
