發展商拖慢發展進度明智嗎?

九 四 年 政 府 推 出 一 系 列 抑 市 措 施 後 , 市 場 的 交 投 量 隨 即 萎 縮 , 大 部 份 發 展 商 亦 因 應 銷 售 速 度 而 減 慢 發 展 速 度 , 以 至 九 六 、 九 七 年 的 樓 宇 落 成 量 大 幅 減 少 。 九 四 年 的 供 應 量 有 三 萬 四 千 個 , 九 六 、 九 七 兩 年 加 起 來 亦 只 有 三 萬 多 不 足 四 萬 個 , 難 怪 九 六 、 九 七 年 樓 價 又 再 大 幅 彈 升 了 。 
今 次 新 地 公 開 表 示 會 收 慢 發 展 進 度 , 令 有 些 投 資 者 又 再 憧 憬 未 來 供 應 會 減 少 , 樓 價 又 會 重 納 上 升 軌 , 不 過 我 覺 得 今 次 的 情 況 跟 上 次 有 很 大 的 不 同 , 投 資 者 可 不 要 期 望 太 高 。 
新 地 公 布 放 緩 發 展 進 度 的 首 天 , 並 沒 有 說 明 那 些 地 盤 會 這 樣 做 , 以 至 不 少 人 以 為 新 地 會 把 那 些 已 付 足 地 價 的 地 盤 都 拖 慢 發 展 。 如 果 新 地 真 的 這 樣 做 , 就 可 以 說 是 新 地 真 的 看 好 後 市 。 因 為 : 發 展 地 產 的 成 本 主 要 在 地 價 , 建 築 費 佔 的 比 例 很 低 , 已 付 足 地 價 的 項 目 工 程 越 拖 得 長 , 地 價 所 產 生 的 利 息 成 本 就 越 高 , 因 建 築 費 而 產 生 的 利 息 相 對 少 得 多 , 除 非 發 展 商 深 信 後 市 一 定 會 升 , 而 且 要 升 得 快 過 地 價 的 利 息 成 本 增 長 速 度 , 否 則 都 不 應 隨 便 拖 慢 施 工 速 度 。 
後 來 新 地 才 公 布 暫 緩 施 工 的 地 盤 , 都 是 那 些 尚 未 補 地 價 的 地 盤 , 而 已 付 足 地 價 的 地 盤 的 施 工 則 不 會 放 緩 。 這 顯 示 新 地 並 沒 有 因 看 好 後 市 而 這 樣 做 , 新 地 只 是 覺 得 後 市 不 明 朗 , 不 敢 貿 然 增 加 新 的 投 資 , 待 已 付 地 價 的 項 目 建 好 後 , 看 過 銷 售 成 績 如 何 才 決 定 下 一 步 的 投 資 , 這 是 一 種 保 守 穩 重 的 政 策 , 目 的 在 保 存 多 些 現 金 在 手 , 減 低 未 來 的 風 險 。 
我 雖 預 見 樓 市 會 很 快 到 底 , 但 並 不 認 為 樓 價 會 迅 速 反 彈 , 很 可 能 要 在 低 位 橫 行 , 消 化 一 段 時 間 後 才 會 復 甦 。 如 果 發 展 商 也 這 樣 看 的 話 , 他 們 根 本 不 會 減 慢 發 展 速 度 , 因 為 越 慢 成 本 越 高 , 如 果 遲 些 賣 價 錢 也 差 不 多 , 當 然 是 早 賣 早 著 了 , 起 碼 利 息 成 本 會 低 一 些 。 因 此 , 我 相 信 , 發 展 商 決 不 會 拖 慢 那 些 已 付 地 價 項 目 的 發 展 速 度 , 相 反 , 發 展 商 會 全 速 施 工 , 盡 早 出 售 以 減 輕 利 息 支 出 , 這 才 是 明 智 之 舉 。 
我 估 計 , 未 來 兩 、 三 年 的 供 應 量 不 會 減 少 , 因 發 展 商 正 加 速 興 建 , 但 兩 、 三 年 後 的 供 應 則 會 減 少 , 因 為 發 展 商 會 減 少 新 的 投 資 , 政 府 推 出 的 新 土 地 , 發 展 商 大 概 會 繼 續 捧 場 , 但 舊 樓 重 建 及 農 地 改 用 途 的 發 展 則 會 停 下 來 , 這 是 政 府 也 控 制 不 來 的 。 單 依 靠 政 府 新 供 應 的 土 地 , 每 年 只 可 建 兩 萬 個 單 位 左 右 , 這 是 遠 遠 與 市 場 的 需 求 有 距 離 的 , 屆 時 樓 價 又 會 恢 復 上 升 。 因 此 , 有 財 力 守 多 兩 、 三 年 以 上 的 投 資 者 , 才 有 條 件 持 貨 去 守 , 否 則 還 是 搶 在 發 展 商 的 樓 大 量 落 成 前 出 貨 好 了 。
